The Committee on Climate Change (the CCC) is an independent, statutory body established under the Climate Change Act 2008, with a purpose to advise the UK Government and Devolved Administrations on emissions targets and to report to Parliament on progress made in reducing greenhouse gas emissions and preparing for climate change.
Chris Stark joined the CCC as CEO in April 2018, having previously been director of energy and climate change for the Scottish Government. Professor Keith Bell of the University of Strathclyde also joined the CCC earlier this year.
Together, Chris and Keith will give an overview of their backgrounds, highlight the role of the Committee on Climate Change in advising the UK Government and Devolved Administrations on emissions targets, and outline how the UK can get to net-zero emissions by 2050 with a focus on Scotland. They will also discuss how we as engineers can support these targets.

Chief Executive - UK Committee on Climate Change
Chris Stark is the Chief Executive of the UK Committee on Climate Change, the public body tasked by the Climate Change Act to be the independent authority on tackling climate change. Chris leads a team of analysts and specialists, offering expert insight into the challenges of reducing emissions and adapting to the changing climate.
Chris has wide experience in government. He has designed economic policy in Whitehall, including in HM Treasury and the former Department for Business, Innovation and Skills. He was previously Director of Energy and Climate Change in the Scottish Government, leading the development of the Scottish energy and climate strategies.
Chris speaks regularly on the transition to a zero carbon economy and the need to confront climate change with urgency.
Prof Keith Bell
Co-Director of the UK Energy Research Centre (UKERC) - UK Committee on Climate Change
Keith Bell is a co-Director of the UK Energy Research Centre (UKERC) and a Chartered Engineer.
In addition to teaching at the University of Strathclyde, and being involved with energy system research in collaboration with academic and industrial partners, he has a number of additional roles including with:
- The Offshore Renewable Energy Catapult
- The IET Power Academy
- The Conseil International des Grands Réseaux Electriques (CIGRE)
- The European Energy Research Alliance
Keith is ScottishPower Chair in Smart Grids at the University of Strathclyde, and has also advised the Scottish Government, Ofgem, BEIS and the Government of Ireland on electricity system issues.
