Challenges to voltage regulation in distribution networks from large scale battery energy storage connections

Distribution Network Operators (DNOs) own and operate electricity distribution networks in the UK from low voltage up to and including 132 kV. The number of requests to connect large-scale Battery Energy Storage Systems (BESS) to the distribution network is growing. This has accelerated, given BESS can provide a growing number of grid services, including frequency response services.

BESS can change their power input or output instantaneously and frequently. For large-scale BESS, generally sized between 10 MW and 100 MW, this presents a number of challenges to DNOs in terms of their assessment and keeping network voltages within acceptable limits.

This presentation sets out these challenges, particularly in the context of complying with voltage regulation requirements in the Distribution Code and ENA Engineering Recommendation P28, and how guidance on assessing BESS connections is changing to strike the right balance between reducing barriers to connecting BESS whilst minimizing risks to the operation of the distribution network.

Gary Eastwood

Managing Director - Threepwood Consulting Ltd

Gary Eastwood has been Managing Director of Threepwood Consulting since June 2014 and has overseen its development and growth into the industry trusted business it is today. Gary has more than 19 years’ experience as a Power Engineering Consultant in the UK specialising in Network Codes, Gas Insulated Switchgear, Operational Safety and Asset Management.

Gary started his career in 1992 with a Distribution Network Operator in Central England working in a number of operational roles, where he was a Senior Authorised Person for all voltage levels. He then moved to Siemens Power Transmission and Distribution as a Project Manager, managing a number of major UK substation projects. He started his consultancy career in 2004 specialising in network asset management aspects. He has overseen a number of industry technical specifications and standards for the Energy Networks Association in the UK, most recently the revision of ENA Engineering Recommendation P28 for Voltage Fluctuations and the production of industry guidance for the assessment of voltage fluctuations caused by large scale grid connected Battery Energy Storage Systems (BESS).

Gary is a Member of the IET, Chartered Engineer, holding a B Eng (Hons) in Electrical and Electronic Engineering, Post Graduate Diploma in Management for Utilities (DipManU), National General Certificate in Occupational Safety & Health and Lead Auditor qualification for OHSAS 18001. Gary has been a member of the Vistage Key Executive Programme for the last 5 years. He lives in central Manchester with his wife and enjoys travel, speaking Italian and skiing.
