Presentation 1: "Railway Safety – How Safe is Safe?"

Speaker 1: Mr Richard Day, Rail Systems Expert, RJD RailConsult 

Synopsis: Safety has always been a key consideration in the implementation and operation of railways.  As social media connects us ever more closely and public perceptions evolve, the rail engineer is challenged to surpass the already high standards of safety and performance achieved with each subsequent project. The presentation will give an insight into how safety considerations are made an intrinsic part of the railway project lifecycle by exploring perceptions and attitudes to safety, putting these into the context of implementing safety management on a new build railway project. The speaker will identify the difference between project and operational safety, including the principles and techniques used in a rail system safety management process.

 

 

Presentation 2: "Ensuring Safety in Hydrogen Plants: The SIS Lifecycle According to IEC 61511"

Speaker 2: Mr Chen Zhenkang, Tech Partner at SafetyEra & Senior Consultant at TÜV Rheinland 

Synopsis: This presentation provides an overview of the Safety Instrumented System (SIS) safety lifecycle management as it applies to hydrogen plants, in accordance with the international standard IEC 61511. It will cover the key phases of the lifecycle, from initial hazard and risk analysis through to operation, maintenance, and eventual de-commissioning. It will introduce applying this standard to mitigate the unique risks associated with hydrogen production, storage, and handling. Key topics will include Safety Integrity Level (SIL) determination, detailed design and engineering, functional safety assessments, and the importance of a robust management of change (MOC) process.

Mr Chen Zhenkang

Tech Partner at SafetyEra & Senior Consultant at TÜV Rheinland

Mr Chen Zhenkang is a Functional Safety (FS) Expert specializing in Safety Instrumented Systems (SIS), with over 17 years of experience helping process industries comply with IEC 61511 and IEC 61508 standards. He previously served as Functional Safety Engineer at Schneider Electric and Yokogawa. His expertise covers safety lifecycle management, design, validation, auditing, and assessment. Mr Chen has supported clients across Asia, Europe, the Middle East, and the US through engineering, consulting, and training in Functional Safety.

Mr Richard Day

Rail Systems Expert, RJD RailConsult

Mr Richard Day is a seasoned rail systems and infrastructure specialist with nearly 40 years of international experience across three continents. A Chartered Engineer and Fellow of the China Hong Kong Railway Institution, he is also a corporate member of CIBSE, IET, and a Senior Member of IES. He began his career with London Underground, contributing to the Jubilee Line Extension before joining Singapore’s LTA to deliver E&M works for the North East Line and depot projects. His career spans leadership roles with MSI Global on Istanbul’s Marmaray Project, Bombardier in London, and Hitachi in Ho Chi Minh City. As he has supported major rail developments in Hong Kong, Sydney, Hanoi, Bangkok, Auckland, and the Philippines, including shadow operations and Lenders’ Technical Advisory for new urban railways.
