The Grenfell Tower Fire resulted in the largest loss of life in a residential building fire in the UK since the second world war. The Public Inquiry found that those deaths were all avoidable. What can we learn from the events of June 2017 and of the preceding years to avoid future building safety failures? And what is government currently doing to deliver a more robust system for building safety?

Hywel Davies

Head of Technical Insight - Chartered Association of Building Engineers

Hywel Davies is an independent expert in building safety regulation and building performance with over 40 years experience of construction product research, standards, testing and regulation as well as many years involvement in building regulations. He is Deputy Chair of the Building Advisory Committee of the Building Safety Regulator, co-chairs the industry Sector Led Group developing competence frameworks for engineers and is on the panel advising the Building Safety Regulator on the Fundamental Review of Approved Documents. He is a member of the Retrofit System Repair Advisory Panel, advising the Department of Energy Security and Net Zero on changes to the consumer protection regime for domestic energy efficiency work. He chairs the BSI Strategic Committee for Construction and the Built Environment and was technical author of PAS 2000: 2026 Construction products – Bringing safe products to market – Code of practice. He was awarded the OBE for services to building safety and standards in the 2026 new year Honours List. He is an Honorary Fellow of CIBSE and works part time as Head of Technical Insight for the Chartered Association of Building Engineers.

The University of Surrey campus is on the North side of Cathedral Hill. The main access road turns off from the cathedral roundabout. Park in the main car park, just beyond the private AQA Car Park. Parking is available to campus visitors and unrestricted after 7 pm. The Surrey Business School (Rik Medlik Building) is directly across the road from the car park. Penalty charges are now being applied rigidly up to 7pm.
