Innovation in Low-Altitude Economy: A New Development Perspective in Hong Kong

About

During the 2024 National People’s Congress session, the Premier emphasized fostering the low-altitude economy to drive growth. By early 2024, 16 provinces incorporated related policies in their reports, and rules for Unmanned Aircraft Flights were in place. 

China had 1.11 million registered civilian drones by September 2023, with 182,000 licensed pilots and 17,000 operating enterprises. Shenzhen's low-altitude sector surged, reaching $12.37 billion in 2023, leading in flights and infrastructure. 

Shenzhen set a precedent in 2024 by enacting a comprehensive low-altitude economy law, aiming to attract investments and propel the industry forward. These actions, alongside other initiatives, are poised to reshape the economy and lifestyles for generations to come.

Professor, doctoral supervisor of the Institute of Geographic Sciences and Natural Resources Research, Chinese Academy of Sciences. Director General of CAAC Key Laboratory of Low Altitude Geographic Information and Air Route Planning, vice president of China Association for Geographic Information Society and the director general of the UAV Application and Management Working Committee. B.Sc from the Dept of Geophysics, Peking University in 1984. M. Phil from the Institute of Geographic Sciences and Natural Resources Research, Chinese Academy of Sciences in 1987. D. Phil from the School of Geography, Oxford University in 1992.


A remote-sensing scientist in NASA Goddard Institute for Space Studies during 1992-1997. Deputy Director General of high-tech department (2003-2008) and of basic research department (2008-2011) under the Ministry of Science and Technology of China, and the Director General of the National Remote Sensing Center of China (2011-2016), and the Deputy Director General of Institute of Geographic Sciences and Natural Resources Research, Chinese Academy of Sciences(2017-2022), Director Deneral of the Research Center for UAV Applications and Regulation, Chinese Academy of Sciences (2017-2022).


PIs for a number of R&D projects funded by the Ministry of Science and Technology, the National Natural Science Foundation and the Chinese Academy of Sciences in the past 10 years. Recent academic contributions include:1) developed a technical framework for the planning and constructions of UAV public air routes, which has been endorsed in ministerial documents of CAAC, 2) serving as the working group chair of the IEEE SA P1939.1 and promoted the approval and publication of the standard for a Framework for Structuring Low Altitude Airspace for Unmanned Aerial Vehicle (UAV) Operations (IEEE Std 1939.1TM-2021), 3) proposed firstly to map “Air-route maps” by low-altitude public air routes, and put forward a concept of UAV remote-sensing network and developed the prototype system.

Professor-level Senior Engineer, specializing in transport modeling, simulation, and big data with nearly 20 years' experience; he has led the development of TransPlan, Transpaa Sand DeepView platforms, which deployed in 20+ cities worldwide, earned 50+national awards, holds nearly 100 patents, contributed to 4 national/ groupstandards, and serves as Vice Chair of the World Transport Convention Academic Committee and a university mntor. At the upcoming of the 2025 IET Management Symposium on Innovation in Low Altitude Economy, Professor Qiu Jiandong will leverage his profoung backgroud in transportation technology to deeply analyze the challenges and potential business opportunities faced by the low-altitude economy from a technical perspective.
