Preparing for the Future – Migrating from GSM-R to FRMCS

With Future Railway Mobile Communication System (FRMCS) set to replace GSM-R and other legacy systems, early planning is essential for rail operators. Migrating to FRMCS not only addresses technology obsolescence but also enables operators to take full advantage of 5G—the next-generation mobile standard set to support the rail industry for decades to come.

 

This presentation will provide:

An overview of FRMCS architecture, specifications, and system design Insights into current standards development from key international bodies, A comparison of spectrum allocation and usage for FRMCS across Europe, Australia, and New Zealand Updates on the role of standards bodies such as UNIFE and UNITEL, and how they engage with industry stakeholders to ensure long-term operational and safety requirements are met.

Overview of the FP2-MORANE-2 project which will test FRMCS technology under real conditions and demonstrate a commitment to achieving sustainable, efficient and competitive rail transport.

Speakers

Rory McDonnell

Business Development Manager, Transport Segment – Oceania, Nokia

Rory McDonnell is the Sales Lead for Nokia’s Rail business in New South Wales. He previously held the role of Business Development Manager for Nokia’s Transportation Segment across Oceania, covering Railways, Highways, Aviation, Ports, and Logistics.

With over 20 years of international industry experience, Rory brings extensive expertise in end-to-end, mission-critical networking. Earlier in his career, he served as a technical engineering lead on several high-profile projects in Europe, including the Transatlantic DWDM system, Network Rail’s FTN, and Highways England’s TDM-to-IP migration.

He later transitioned into pre-sales, working as a Global Solution Architect for Transport and Oil & Gas communications. In 2014, Rory relocated from the UK to Australia to take on a pre-sales technical design role in Optical Networking. In 2018, he returned to the Transport Segment—an area he is particularly passionate about.

Rory holds a Master’s Degree in Electronic Engineering and Communications from the University of Hull, UK.

Stephen Lemon

Executive Advisor, Rail Technologies - National Transport Commission

Stephen is a senior rail industry engineer and people leader with more than 35 years public and private sector experience in Australia and the UK, dealing particularly with signalling and train control systems. He has worked for and with a variety of organisations across the public and private sectors, as well as in a range of lifecycle areas from concept through to operations & maintenance. Stephen currently works for the National Transport Commission and specialises in technology strategy and development for signalling and train control systems with a particular focus on interoperability and harmonisation. He is a Chartered Professional Engineer and a Fellow of both Engineers Australia and the Institution of Railway Signal Engineers.
