It is a layered airspace service structure consisting of enroute overflying aircraft, approach sectors for airports, and Control Towers at the airports at themselves (physically or virtually).
The control room is the place where the controllers sit, speak to pilots to coordinate flights in the layered airspace structure.  In addition, they also coordinate with other services, such as meteorological, emergency services, and more.
