System integrity: Physical & Cyber Security Integration in the railway

As railway systems adopt more advanced technologies, the integration of physical and cyber security measures is vital to maintaining system integrity. This presentation examines the necessity, challenges, and best practices for integrating these two security disciplines within the context of UK railway projects.
Traditionally, physical security focuses on protecting infrastructure from physical threats, while cyber security addresses vulnerabilities in digital systems and networks. Despite their shared goal of ensuring security, the two disciplines often operate in isolation, leading to disjointed risk assessments and misaligned mitigations. This presentation explores how combining these approaches can not only enhance system integrity but also improve project efficiency and cost-effectiveness.
By evaluating case studies and proposing an integrated risk assessment framework, this presentation highlights the intrinsic link between physical and cyber security, providing a roadmap for improving security measures in modern railway systems.

Terwase Tortiv-Ato
Technical Director - AtkinsRéalis
Terwase Tortiv-Ato is an accomplished Technical Director and chartered civil engineer with extensive experience leading complex infrastructure projects across the UK and internationally. Since joining AtkinsRéalis in December 2018, he has provided expert technical leadership within the Rail Systems and Infrastructure Practice, delivering projects from preliminary conceptual studies to detail design and construction.
A key highlight of his career was leading the security work package for the Enabling Works on the Euston HS2 project. Terwase was responsible for overseeing a multidisciplinary team in the design and construction support for various critical sitewide elements, including physical security systems, fire engineering, and environmental controls. His leadership ensured the successful integration of security measures into the broader project, enhancing both physical and operational safety of the railway.
In addition to his work on HS2, Terwase has held pivotal roles as a Contractor’s Engineering Manager (CEM) and Contractor’s Responsible Engineer (CRE) for Network Rail projects, demonstrating his expertise in delivering technically complex projects in high-pressure environments. He is also a fellow and member of several professional institutions, including the Institution of Civil Engineers.
Duncan Hui
Consultant - AtkinsRéalis
Duncan is a Consultant based in the Mainline Signalling team in AtkinsRéalis with over 4 years of experience in railway systems integration, systems engineering and cyber security. He has worked in UK and overseas projects, including East West Rail cyber security assurance, Euston Enabling Works requirements management, MTR Shatin-Central line SCADA commissioning. Prior to his role in the railway industry, he was heavily involved in fixed-wing Unmanned Aerial Vehicle (UAV) development and testing with the University of Bath.
A highlight of his career was providing OT cyber security assurance in East West Rail, where he successfully delivered a multi-disciplinary security architecture diagram to determine vulnerabilities, and led the cyber risk assessments for Signalling, Telecoms and E&P disciplines.
