During the 2024 National People’s Congress session, the Premier emphasized fostering the low-altitude economy to drive growth. By early 2024, 16 provinces incorporated related policies in their reports, and rules for Unmanned Aircraft Flights were in place. China had 1.11 million registered civilian drones by September 2023, with 182,000 licensed pilots and 17,000 operating enterprises. Shenzhen's low-altitude sector surged, reaching $12.37 billion in 2023, leading in flights and infrastructure. Shenzhen set a precedent in 2024 by enacting a comprehensive low-altitude economy law, aiming to attract investments and propel the industry forward. These actions, alongside other initiatives, are poised to reshape the economy and lifestyles for generations to come.
